We are seeking a Director, IT Strategic Initiatives for our Toronto office.
Reporting to the Vice President, Transformation and Architecture, the Director, IT Strategic Initiatives will be responsible for overall leadership and oversight of IT strategic planning initiatives. This includes development of business capability models, strategic technology investment roadmaps, modernization planning and program management of the strategic initiatives.

The ideal candidate will bring a solid professional reputation and a minimum of 15 - 20 years of progressive IT leadership with a broad range of experience, ideally from high volume transaction-processing environments. He/She will also bring a broad range of technology capabilities and expertise including architecture, application development, quality assurance, systems integration, mobile and Internet platforms, emerging technologies, data analytics, CRM, Contact Center technologies, business process management, program management, PMO and change management.

OVERVIEW OF RESPONSIBILITIES:
• Lead the modernization or new application development of a large-scale transaction processing system that will leverage current or new technologies, as a shared services platform serving three separate business units.
• Evolve the technology vision with a particular focus on developing business capability models and technology roadmaps, addressing both operational and strategic needs and ensuring project viability and strong alignment to business requirements.
• Develop a 3 year program plan for the strategic transformational IT investments, namely; modernization of the company’s core health benefits administration platform, the contact center strategy and business intelligence strategy (transformational investments are reviewed and adjusted annually).
• Oversee the overall effective program management of the strategic initiatives to ensure deliverables are met.
• Work closely with the PMO and head of application delivery to develop an integrated plan for all projects across transformational and growth portfolios.
• Identify the skills and resources, and process evolution, required to scale technology service and application development capabilities, particularly to support large-scale transformation and integration initiatives.

• Develop an enterprise mobile and web strategy and other emerging technologies into GSC’s business models.
• Advance the enterprise Business Intelligence and Data Analytics, and Contact Center Evolution strategies and roadmaps.
• Support the implementation of the Innovation program and initiatives.
• Provide guidance to the technology teams including architecture, project services, application support, technology services, systems development and quality assurance.
• Identify emerging information technologies and market trends to be introduced to the company, ensuring an open platform that can accommodate current and future business and technology needs; working with external industry experts and vendors to leverage market capabilities.

COMPETENCIES AND QUALIFICATIONS
• 10-15 years’ experience with large-scale IT project delivery and transformational project/program management experience; particularly in the health benefits and/or insurance industry.
• University Degree in Business Administration, Computer Science or equivalent, post-graduate studies considered an asset.
• Accomplished leader and team builder who inspires, motivates, develops, mentors and coaches to achieve results through an intrinsic collaborative approach.
• Exceptional project management experience with ability to estimate, plan, deliver and prioritize multiple concurrent large-scale customer projects with an emphasis on change management.
• Experience developing business cases and presenting them to senior management for approval.
• Experience with programming techniques, application development standards, SDLC best practices and Agile Software Development.
• Extensive systems modernization experience.
• Experience with multisite IT delivery models and IT process improvement models.
• Experience with business process management and business capability models.
• Experience leading, facilitating and collaborating on IT strategic initiatives with both internal and external customers.
• Experience with significant cultural, organizational and business process change efforts.
• Be an agent of change, able to negotiate skillfully in demanding situations to reach consensus while respecting relationships.
• Superb relationship management and interpersonal skills including the ability to influence and facilitate solution development while working collaboratively with staff, consultants, executives and external stakeholders.
• Demonstrated ability to influence others in relation to new concepts or approaches, build consensus around these ideas and translate vision into action.
• Highly developed communication skills both verbal and written and the ability to effectively communicate to all levels of the organization.
• Excellent presentations skills with the ability to present complex information clearly and concisely to all levels of the organization.
• Ability to travel as required.
• Bilingual French/English would be considered an asset.
